Okay, normally I would "Meh" anything that isn't Rule of Thirds but this picture is a clear example of how sometimes, it can work no matter what.
The focus on the subject is aided by the lines in the sidewalk and the buildings' colorful yet sterile and monolithic appearance (in contrast with the woman's slender shape).
Furthermore, I like how the picture blends in heavy grays with more punctual blacks as well as some colourful conflicting objects dispersed throughout the picture (the plain white sky, the orange cone, the yellow pipe above the girl's head, the grass on the right.)
End result is a picture that is even though not overl colourful, pretty rich and pleasant enough, comforting the viewer in a very accurate yet artistically pleasant depiction of city life. It resembles the image one would have painted into his mind after viewing such a scene.
